Philip has more than 25 years’ experience in public policy, administration and regulation, acquired as a public servant in the Commonwealth, NSW and Queensland governments.
He has more than 12 years’ experience at Senior Executive level.
Philip has extensive and challenging experience in front-line regulation, particularly in NSW, where his largest chain-of-responsibility prosecutions were nationally reported by the Australian Financial Review and where he delivered major changes in safety regulation and compliance programs, while working under the scrutiny of a Special Commission of Inquiry.
Most of his regulatory work has been undertaken as an officer of a statutory authority. In Canberra, Sydney and Brisbane, he has helped establish new statutory authorities, including negotiating and implementing the funding and cost-recovery arrangements to sustain those agencies.
Philip also has experience at the very centre of the government, having worked as an officer in the central agencies of the Commonwealth Government, including within the Secretariat to the Council of Australian Governments (COAG).
